Commissioning
Effective commissioning of health and social care services is key to driving improvement and ensuring health and social care services are available that meet people’s individual needs.
The aim of the commissioning programme is to promote effective commissioning of health and social care services in the Eastern region at a number of different tiers (e.g. strategic, operational and practice level). This is informed by key policies and programmes, driving the NHS and social care system reform such as the World Class Commissioning programme.
Key objectives:
- Development of commissioning leadership, skills and competencies aligned with the requirements of World Class Commissioning and supporting the development outcomes of the World Class Commissioning Assurance process through work with Primary Care Trust’s and Local Authority partners.
- Supporting effective models of integrated, joint commissioning in local systems.
- Modelling opportunities for integrated commissioning within NHS & Social Care system reforms through pilot site networks & partnerships.
- Supporting the delivery of regional objectives for commissioning described within Towards the Best Together
- Support to address regional objectives for commissioning identified in local systems and collectively through the Local Implementation Team (LIT) annual review process.
- To support and promote third sector commissioning
- To host the national Effective Mental Health Commissioning and System Reform programme.
Key activities:
- Recommissioning an accredited programme for high level skills and competencies in mental health commissioning
- Running a regional network of pilot sites promoting integrated approaches to Practice Based Commissioning and Social Care Commissioning
- Providing bespoke advice and support to commissioners in the region
- Development of outcome-measures for recovery orientated practice deliverable in Towards the Best Together
- Developing annual mental health commissioning guidance with NHS East of England
- Developing a partnership with Improvement and Development Agency for Local Government (IDeA), to ensure CSIP Eastern’s experience is built into the IDeA commissioning programme and support regional masterclasses, action learning sets and e-learning.
- Leading the process for regional evaluation of mental health themed review.
